Patty Harper

Patty Harper is CEO of InQuiseek Consulting, a healthcare consulting company based in Louisiana. She has over 24 years of healthcare experience in the areas of healthcare finance & reimbursement, health information management, compliance, and practice management. She began her healthcare career as a hospital controller and reimbursement analyst. Patty holds a B.S. in Health Information Administration (cum laude) from Louisiana Tech University. She is credentialed through AHIMA as a RHIA, CHTS-IM, and CHTS-PW. She is also Certified in Healthcare Compliance (CHC®) thorough the Compliance Certification Board. Patty is a frequent speaker and contributor for national, state, and regional rural healthcare associations. She has held memberships regional, state and national organizations throughout her healthcare career including NARHC, NRHA, AHIMA, MGMA, and HFMA. Patty has served two terms on the Board of the National Association of Rural Health Clinics.

Jeff Harper

For the past forty-four years, Jeff Harper has been a business leader and innovator. During his emerging career, his accomplishments include: Working with Hospitals and Physician Practices in both urban and rural areas. Leading a regional CPA Firm as Managing Partner of a regional for 8 years; Providing 10 years of strategic financial leadership as CFO; Navigating and heavily negotiating through 16 mergers & acquisitions; and Serving as President of 50-million-dollar international corporation for 3 1/2 years. He presently is a principal of InQuiseek Consulting. He Certified in Healthcare Compliance (CHC®) thorough the Compliance Certification Board. Harper is in various hospitals and RHCs ever week all over the rural landscape and his diverse experience gives him a unique perspective to address opportunities for improved operational performance and cultural transformation. He is a regular presenter on rural healthcare issues on both national and state levels. He has membership in NARHC and NRHA.

Cassie Beesley

Cassie Beesley, CRHCP, is a trusted voice and recognized leader in the Rural Health community nationwide with experience in both independent and provider based Rural Health Clinics.  Most recently, she managed RHC compliance, cost reporting, and billing for sixteen rural health clinics across Central Illinois. Cassie realized early in her 25+ year career that she could not see herself anywhere else than working in health care and more specifically rural health care. She was one of the first RHC professionals to earn the NARHC CRHCP credential. Our clients will certainly benefit from Cassie’s continuing passion for rural health and her practical, education-based consulting style.  Cassie has served on both the Board of Directors of the Illinois Rural Health Association since 2021 and the National Association of Rural Health Clinics since 2024.
Cassie resides in Central Illinois where she enjoys spending time with her family, being outdoors and traveling.  

Amy Goeckner

Amy Goeckner, RN, CRHCP, has more than a decade of experience in rural healthcare. She began her career in patient care, serving in a rural health clinic for 10 years, where she built strong relationships with patients and developed a passion for improving healthcare access in underserved communities. Transitioning into quality and compliance, Amy now works alongside rural health clinics to strengthen operations, ensure regulatory compliance, and enhance patient outcomes. Her unique perspective, rooted in both direct patient care and systems-level improvement, makes her a trusted resource for providers and clinic leaders navigating the challenges of rural healthcare. Amy lives in Central Illinois with her husband and three kids, where life is a mix of baseball games, photography sessions, and quiet moments outdoors. Her down-to-earth perspective keeps her grounded and relatable in every setting.
